Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-point plan for ending the war appeared – temporarily – to have been defused. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The chain of contrasting events captured the bleak nature of the outgoing year. By day, negotiation efforts are waged: hopeful statements are released from various governments. Immense energy is allocated on containing specific proposals. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "resolution".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor rocket firings from enemy soil, a capacity provided through up-to-date information. From observation points, Ukrainian air force fighter jets that had been deployed to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, most likely supplied through allied countries. Every launch creates sudden vibrations, rattling buildings. The moment of terror quickly gives way to sober acceptance: possibly the incoming missile won't strike its target this time, sparing the city from catastrophe and another blackout.
Continuous Dangers
Not long after, a heavy machine gun opened up on a unmanned aircraft close by, part of a mobile-fire group – most likely Western-made equipment. Regrettably, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its destination.
Periodically, this continued until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, devastation and heating outages in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – experiencing conflict. But those entire period encapsulated Ukraine's vital need on external assistance – a dependence that neighboring countries are clearly incapable to replace in the short term.
Unsuccessful Negotiations
The 28-point plan from US administration generated strong feelings, debate and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.
Every new approach from US leadership follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually secure success. This cycle will, undoubtedly, endure.
Tactical Assessments
It is tempting to accuse certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington operates on a premise understood by international relations experts: you cannot secure via talks what you have failed to defend militarily. The US administration presumes that it is unrealistic to compel Moscow to relinquish the areas that it presently holds in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, Washington does little to prevent Kremlin actions, through statements or actions, from thinking that the situation will not evolve additionally in its advantage in the coming year.
Divergent Views
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their incentive to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but averting a complete military breakdown until conditions improve in its benefit.
Present Conditions
Realistically, there are no genuine requirements for a truce. Now, individual motivations are coming into play: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their focus does not shift toward domestic problems. And although their objective will now be considerably more difficult after current events, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a just a single week to terminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, latest revelations, all served their function.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, primarily depend on sustained allied backing.
